Facility Opening and Closing Procedures

Physical security is an essential component of maintaining a safe and welcoming campus.  All UMBC community members must have a basic understanding of access control for our buildings.  Contact UMBC Police at (410) 455-5555 for more information about access control or questions about opening and closing procedures for a specific building.  Contact the DoIT Technology Support Center (TSC) for enterprise infrastructure technology questions and requests.

UMBC facilities utilize four methods of opening and closing:  1) scheduled automatic timers; 2) a combination of automatic timers and manual access; 3) manual access only; and 4) controlled access for residential communities.  Within these procedures are seven types of access control:

  1. Buildings on a shared automatic timer:  All exterior entrances are on the same automatic schedule managed by DoIT Enterprise Infrastructure and Support.
  2. Buildings on unique automatic timers:  At least one exterior entrance is on an automatic schedule managed by the primary occupant.
  3. Buildings with automatic timers, manual access, and swipe-card access:  Some exterior entrances are on the shared, or a unique, automatic timer, managed by DoIT Enterprise Infrastructure and Support.  Exterior entrances not on automatic timers require manual unlocking and locking and authorized personnel have 24/7 access to some entrances via swipe-card access.
  4. Scheduled UMBC Police Opening and Closing and no Swipe-Card Access:  UMBC Police manually unlock and lock all exterior entrances during normal hours of operation or for special events.
  5. Occupant Staff Opening and Closing with Some Swipe-Card Access:  Exterior entrances require manual unlocking and locking by authorized occupant staff (or by UMBC Police) during normal hours of operation or for special events.  Authorized personnel have 24/7 swipe-card access to some exterior entrances.
  6. Occupant Staff Opening and Closing and no Swipe-Card Access:  Authorized occupant staff (or UMBC Police) manually unlock and lock all exterior entrances during normal hours of operation or for special events.
  7. 24/7 swipe-card access:  All residential buildings require 24/7 swipe-card access.

All exterior entrances are on the same automatic schedule managed by DoIT Enterprise Infrastructure and Support.  They are automatically unlocked at 7:30 AM and locked at 11:00 PM, Monday through Friday.  Outside these hours, entry requires physical key access or swipe-card access.

  • Information Technology/Engineering Building.
  • Performing Arts & Humanities Building.
  • Public Policy Building.

At least one exterior entrance is on an automatic schedule managed by the primary occupant.  Outside these hours, entry requires physical key access or swipe-card access.

  • Interdisciplinary Life Sciences Building (ILSB):  Hours of operation for ILSB are posted online.  All exterior entrances are on an automatic timer managed by the College of Natural and Mathematical Sciences (CNMS).  They are automatically unlocked at 7:40 AM and locked at 4:55 PM, Monday through Friday.  Outside these hours, entry requires physical key access or swipe-card access.
  • The Commons:  Hours of operation for The Commons are posted online.  The ADA door at each entrance and the service door by the loading dock are on an automatic timer managed by Campus Life and programmed to opening and closing times.  Outside these hours, entry requires physical key access or swipe-card access.  All other doors require manual unlocking and locking by authorized occupant staff or UMBC Police at posted opening and closing times.  Authorized personnel have 24/7 swipe-card access to the exterior entrance for the stairs between the Biology Building and The Commons, the service entrance by the loading dock, and all ADA exterior entry doors.
  • Retriever Activities Center (RAC):  Hours of operation for the RAC are posted online.  The ADA exterior entry door at the front entrance is on an automatic timer managed by Recreation and Physical Education and programmed to opening and closing times.  All other doors require manual unlocking and locking by authorized occupant staff or UMBC Police at posted opening and closing times.  Outside these hours, entry requires physical key access or swipe-card access.

TYPE 3:  Buildings with automatic timers, manual access, and swipe-card access:  Some exterior entrances are on the shared, or a unique, automatic timer managed by DoIT Enterprise Infrastructure and Support.  Automatic unlocking and locking schedules vary depending on hours of operation and by semester.  Exterior entrances not on automatic timers require manual unlocking and locking by authorized occupant staff or by UMBC Police.  Authorized personnel have 24/7 access to some entrances via swipe-card access.

  • Hours of operation for the Library are posted online.  The main exterior entrance is on an automatic schedule managed by DoIT Enterprise Infrastructure and Support and programmed to opening and closing times.
  • Outside these hours, entry requires physical key access or swipe-card access.  The service door by the loading dock provides 24/7 swipe-card access to authorized personnel.
  • All other exterior entrances require manual unlocking and locking by authorized occupant staff or UMBC Police at posted opening and closing times.
  • The main exterior entrance to the UMBC Police Department on the first level and the service door by the loading dock are both on automatic schedules managed by DoIT Enterprise Infrastructure and Support.  The Police Department entrance is automatically unlocked at 6:00 AM and locked at 6:00 PM, Monday through Friday.
  • Outside these hours, entry requires physical key access.  The service door by the loading dock is automatically unlocked at 6:00 AM and locked at 4:00 PM, Monday through Friday.
  • Outside these hours, entry requires swipe-card access.  All other exterior entrances, to include the boiler room, require manual unlocking and locking by authorized occupant staff or UMBC Police.

Normal business hours are 8:00 AM to 5:00 PM, Monday through Friday.  The Arena uses a combination of automatic timers, swipe-card access, and manual access.

  • Scheduled Automatic Opening and Closing:  The exterior entrance for lobby 2CV2, located on the second level southwest corner of the Arena, is on an automatic timer managed by DoIT Enterprise Infrastructure and Support.  During fall, winter, and spring semesters, this door is automatically unlocked at 8:00 AM and locked at 5:00 PM, Monday through Friday.  During commencement activities and throughout summer, the automatic schedule is removed and this exterior entrance requires manual unlocking and locking by authorized Arena staff or by UMBC Police.
  • Swipe Card Access:  Athletics Department faculty and staff have 24/7 swipe-card access to the exterior entry door for lobby 2CV2.  A limited number of authorized personnel have 24/7 swipe-card access to the loading dock exterior entry door on the first level.
  • Access to the Academic Center for Student-Athletes (ACSA):  The exterior entry door for lobby 1CV1, located on the first level southwest corner of the Arena, allows access to the ACSA.  Hours of operation for the ACSA are posted online.  Athletics Department faculty, staff, and men’s and women’s basketball players have 24/7 swipe-card access to lobby 1CV1.  Volleyball players have swipe-card access 7 days a week, 5:00 AM to 10:00 PM.  Other student athletes have swipe-card access from 5:30 AM to 8:00 PM, Monday through Friday, and from 9:00 AM to 4:00 PM, Saturday through Sunday.
  • Manual Access:  All other exterior entry doors at the Arena require manual unlocking and locking by authorized Arena staff or by UMBC Police.  Arena staff or UMBC Police will manually unlock exterior entry doors only on event days and will limit access to entries required for the event.
  • The exterior entrance on the west side of the second level is on the shared automatic schedule managed by DoIT Enterprise Infrastructure and Support.  It is automatically unlocked at 7:30 AM and locked at 11:00 PM, Monday through Friday.
  • UMBC Police manually unlock ground and first level exterior entrances at this building Monday through Friday by 6:00 AM.  Unless instructed to lock earlier or later, Police lock ground and first level exterior entrances at this building by 11:00 PM.
  • Outside these hours, entry requires physical key access or swipe-card access.
  • The exterior ADA entrance on the north side of the second level adjacent to room 105 (Center for Art Design and Visual Culture exhibition hall) is on the shared automatic schedule managed by DoIT Enterprise Infrastructure and Support.  It is automatically unlocked at 7:30 AM and locked at 11:00 PM, Monday through Friday.
  • UMBC Police manually unlock ground, first, and second level exterior entrances at this building Monday through Friday  by 6:00 AM.  Unless instructed to lock earlier or later, Police lock ground, first, and second level exterior entrances at this building by 11:00 PM.
  • Outside these hours, entry requires physical key access or swipe-card access.
  • The exterior entrance on the south side of the first level and on the west side of the second level are on the shared automatic schedule managed by DoIT Enterprise Infrastructure and Support.  They are automatically unlocked at 7:30 AM and locked at 11:00 PM, Monday through Friday.
  • UMBC Police manually unlock ground level exterior entrances at this building Monday through Friday by 6:00 AM.  Unless instructed to lock earlier or later, Police lock ground level exterior entrances at this building by 11:00 PM.
  • Outside these hours, entry requires physical key access or swipe-card access.
  • The exterior ADA entrances on the first and third levels are on the shared automatic schedule managed by DoIT Enterprise Infrastructure and Support.  They are automatically unlocked at 7:30 AM and locked at 11:00 PM, Monday through Friday.
  • UMBC Police manually unlock second level exterior entrances at this building Monday through Friday by 6:00 AM.  Unless instructed to lock earlier or later, Police lock second level exterior entrances at this building by 11:00 PM.
  • Outside these hours, entry requires physical key access or swipe-card access.

UMBC Police manually unlock all exterior entrances at these buildings Monday through Friday by 6:00 AM.  Unless instructed to lock earlier or later, Police lock these buildings by 11:00 PM.  Outside these hours, entry requires physical key access.  Saturday through Sunday, if a department needs a building open for a special event, they may request UMBC Police open the building before and close immediately afterwards.  There are no exterior entrances with swipe-card access.

  • Administration Building.
  • Biological Sciences Building.
  • Lecture Hall 1.
  • Math & Psychology Building.
  • Physics Building.
  • Sherman Hall.
  • Sondheim Hall.

Exterior entrances require manual unlocking and locking by authorized occupant staff (or by UMBC Police) during normal hours of operation or for special events.  Authorized personnel have 24/7 swipe-card access to some exterior entrances.

  • Apartment Community Center:  Authorized personnel have 24/7 swipe-card access to three exterior entrances:  1) the interior entrance to the west side lobby; 2) the interior entrance to the east side lobby, and: 3) the north entrance to the corridor adjacent to meeting room 110B.
  • Technology Research Center:  Authorized personnel have 24/7 swipe-card access to two exterior entrances:  1) the southwest entrance to the MME Technical Service Center on the ground level; and 2) the main entrance on the east side at the Westland Boulevard circle.
  • Warehouse:  Hours of operation for UMBC Central Receiving and the UMBC Transit office are posted online.  Authorized personnel have 24/7 swipe-card access to the exterior entrance for the UMBC Transit office on the southwest corner of the building.
  • 900 Walker:   Authorized personnel have 24/7 swipe-card access to six exterior entrances on the first level.  The main entrance on the south side of the building, the two corridor entrances on the north side of the building, and the staff door on the basement level near the loading dock all require manual unlocking and locking.

Authorized occupant staff (or UMBC Police) manually unlock and lock all exterior entrances during normal hours of operation or for special events.  There are no exterior entrances with swipe-card access.

TYPE 7:  24/7 swipe-card access:  All residential buildings require 24/7 swipe-card access.  Exterior entrances without swipe-card access require physical key access.  Contact Residential Life for more information.

  • Residence Halls:  There are four facilities:  Chesapeake, Patapsco, Potomac, and Susquehanna Halls.  Information on residence halls is posted online.
  • Suite-Style Communities:  There are two facilities:  Erickson and Harbor Halls.  Information on suite-style communities is posted online.
  • Apartment Communities:  There are four communities:  West Hill, Terrace, Hillside, and Walker Ave.  Apartment community information is posted online.
    • West Hill Apartments:  This community includes five buildings:  Chester, Wye, Magothy, Tangier, and Choptank.
    • Terrace Apartments:  This community includes eight buildings:  Nanticoke, Gunpowder, Monocacy, Sassafras, Wicomico, Antietam, Chincoteague, and Tuckahoe.
    • Hillside Apartments:  This community includes eight buildings:  Sideling, Pocomoke, Manokin, Patuxent, Elk, Deep Creek, Casselman, and Breton.
  • Walker Ave Apartments:  This residential community is a public-private partnership facility owned and controlled by the Maryland Economic Development Corporation (MEDCO).  Capstone On‐Campus Management (COCM) is the MEDCO agent for the operation of Walker Avenue Apartments.  Additional information for this community is posted online.   This community includes five buildings:
    • Building 1 – Stacks 1, 2, 3, 4, and 5.
    • Building 2 – Stacks 6, 7, 8, and 9.
    • Building 3 – Stack 10, 11, and 12.
    • Building 4 – Clubhouse.
    • Building 5 – Management Office.
